David Crompton
Deputy Chief Constable – West Yorkshire Police
Board Chair
David Crompton joined Greater Manchester Police in 1985 . He was a patrol constable in Bolton before moving to the Strangeways area as a patrol Sergeant and then on to Salford as an Inspector. Following a period in the Professional Standards Department he moved back to Salford as Detective Chief Inspector in 1997 where he was responsible for running one of the most wide ranging test purchase operations mounted by the Force. He moved on to be Detective Superintendent covering Oldham and dealt with numerous murder enquiries in all parts of Manchester and then took over the Major Crime Review Unit with responsibility for reviewing murder investigations. In 2002 he took over command of the Tameside Division and amongst other things he dealt with the aftermath of the public inquiry into the activities of Harold Shipman and also introduced Neighbourhood Policing Teams to the Borough.
Currently, Deputy Chief Constable, he is based at Force Headquarters at Wakefield.
David holds an Honours Degree in Geography from Salford University and a Diploma in Criminology from the University of Cambridge.
He is married to Louise and they have two daughters who are 11 yrs and 14yrs of age. He is a novice sailor and the owner of a small boat. His interests include any sport, but particularly rugby and cricket, staying (moderately) fit, skiing and travel.
Neil Franklin OBE
Chief Crown Prosecutor - CPS West Yorkshire
Neil qualified as a solicitor in 1975 and worked in private practice in Leeds and Wakefield until 1979 when he joined the West Yorkshire Prosecuting Solicitors Department. In 1987 he transferred to CPS South Yorkshire as Branch Crown Prosectutor and in 1991 became the Branch Crown Prosecutor for Sheffield and Rotherham. In 1993 he was appointed as Assistant Chief Crown Prosecutor for CPS Humber and then to the position of Chief Crown Prosecutor in CPS Severn/Thames in 1996.
In April 1999 Neil was appointed to his present post of Chief Crown Prosecutor in West Yorkshire. As CCP, in 2000 he established and chaired the West Yorkshire CJS Chief Officers Group, the forerunner to the West Yorkshire Criminal Justice Board, which he then chaired for 3 years since its inception in 2003.
Sue Hall
Chief Officer - West Yorkshire Probation Area
Sue studied German and Russian at Girton College, Cambridge. She qualified as a probation officer from the University of Cardiff in 1979 and was awarded an MBA from the Open University in 2002.
Sue started as a Probation Officer in Grimsby in 1979 and spent 20 years with Humberside Probation Area. She joined West Yorkshire as Deputy Chief Probation Officer between 2000-2004. She took up post as Chief Officer for South Wales in 2004 where she was Chair of the South Wales Criminal Justice Board. Sue returned to West Yorkshire as Chief Officer in 2005 and is currently Chair of the LCJB Diversity Group.
Jim Hopkinson
Manager - Leeds Youth Offending Team
Jim Hopkinson completed an MSC in Applied Social Studies and Certificate of Qualification in Social Work at Oxford University in 1992. He worked as a Probation Officer with Leicestershire Probation Area, completing a MSC in Criminology and Criminal Justice at Loughborough University in 1997. He subsequently managed a voluntary sector organisation working with school excluded pupils before becoming an Operational Manager with Leicester Youth Offending Service at its inception in 1999. In 2003 Jim took up the position of Leeds Youth Offending Service Manager.
Dyfed Foulkes
Area Director North & West Yorkshire - HMCS
Prior to his appointment as Area Director for the Humber Area in 2004, Dyfed was, from 1996, Clerk to the Justices for the Petty Sessional Area of Kingston- upon-Hull and South and Middle Holderness.
He first entered employment in 1978 with British Telecom as a clerical support worker.
Qualifying with a law degree in 1985, he proceeded to undertake the Bar Vocational Course, and qualified as a barrister in 1986. He is a member of Gray’s Inn.
Dyfed was a barrister in private practice in Chester from 1986 to 1991. He was appointed as Justices’ Clerk for Anglesey in 1991. He and his family moved to East Yorkshire in 1996 when he took up appointment as Justices’ Clerk for Kingston upon Hull.
Dyfed is Area Director for both North and West Yorkshire HMCS and sits on both regions Criminal Justice Boards. He is the Chair of the Confidence and Engagement Group for both North and West Yorkshire.
Rob Kellett
Governor HMP Leeds
Rob Kellett commenced working at HMP Leeds in 1983, initially as a Clerical Officer then as an Executive Officer. In 1989 he was selected for the Accelerated Promotion Scheme and completed his prison officer period at Leeds. He has subsequently served at HMP Wakefield and HMP Dartmoor.
In 1994 Rob was posted to HMP Whitemoor moving on to Security Group in 1999 where he did a variety of posts including Head of Population Management Unit and Head of National Operations Unit.
In 2001 Rob was appointed as the Governor of HMP Leicester leading the establishment through it’s successful Performance Test bid. In 2003 he went on secondment to the Home Office working and then leading the office accountable for the performance of contracted prisons. Rob returned to HMPS in 2006 working in Standards Audit and latterly PERG. Rob is married with three children.
Julia Parkin
Contracts Manager - Legal Services Commission, Leeds
Julie Parkin is Contracts Manager for the Legal Service Commission and has been a board member on the Humberside LCJB since March 2008. Julie graduated at Leeds University with a degree in Pharmacology and Biochemistry and went on to serve in the Women’s Royal Army Corps for five years on a Short Service Commission. Following this, Julie worked in the Textile Manufacturing industry for seven years, starting out as a Production Manager and working her way up to become the Quality Executive.
Julie joined the Legal Services Commission in 2001 as Account Manager for the London region. A year later she moved to the Midlands to continue with the account-managing role before moving to the Yorkshire & Humberside region in 2004. She became Contracts Manager in February 2008 and has overall responsibility for legal aid contracts throughout the Yorkshire & Humberside region.
Julie Young
Regional Manager - Victim Support Yorkshire & Humber
Julie Young was appointed to her current post following several years as Chief Executive of Victim Support Lancashire. Julie has over 21 years experience as a practitioner with Victim Support. She represented the charity on the Lancashire Criminal Justice Board, and has served on a number of committees for the charity at both local and national level. She was the first chair of the Hyndburn and Rossendale Victim Support Scheme, which was established in 1986 and trained as a volunteer, later becoming Training Officer.
She began working full time for the charity as a co-ordinator in Blackburn in 1993, after a spell as a County Councillor, and helping to run a small electronics company with her first husband. In late 1996, she was appointed as manager of the Hyndburn & Rossendale scheme and in 2000 became Chief Executive of Lancashire when the eight local schemes merged to form an area charity.
Julie was born in Hull and grew up with relatives living in Grimsby, Scunthorpe and Scarborough. She still has several relatives living in the region.
