LCJB crack down on offences committed on bail
Warwickshire Criminal Justice Board is supporting a campaign across the County to increase the use of electronic tagging curfews for suitable adult defendants on bail, as an alternative to remanding them in custody.
The campaign is being lead by Superintendent Graham Moreton on behalf of the multi-agency Local Criminal Justice Board, made up of Chief Officers from all the Criminal Justice agencies in Warwickshire, currently chaired by Assistant Chief Constable Bill Holland.
This campaign is part of a countywide crack down on Bail Management.
Electronic tagging is part of a toolkit of measures, which can be used to reduce offending on bail.
“Tagging on bail is not an easy option” says Superintendent Moreton. Subjects are strictly monitored and the police will be notified of a violation within 15 minutes. Violations will result in arrest and the likelihood of a remand into custody.
Tagging on bail provides benefits to both the individual and the Criminal Justice System. It allows individuals to stay within the family, retain their accommodation and attend work or education – factors which have been shown to reduce re-offending and aid rehabilitation.

The Police have the option to ask for curfew times during the day and night to suit the offending patterns of the individual concerned – providing a real benefit to policing and crime prevention.

The Crown Prosecution Service (CPS) have the opportunity to apply to the courts for electronic tagging curfew conditions, tailor-made to curtail the offenders criminal activities. There is also a significant cost saving over remand in custody (one fifth of the cost of a prison stay).

For the Courts, this is a genuine alternative to a remand in custody in suitable cases. The Magistracy and Judiciary can be confident that breaches will be promptly investigated by the Police and where necessary, the individual will be brought back before the court.

The Defence have the opportunity to obtain the best possible resolution for their clients. Solicitors should be prepared to request electronic tagging curfews as an alternative to a remand in custody and be prepared to provide the appropriate information to the Court to enable them to make their decision.
