Prolific and Priority Offenders
People are identified as prolific and priority offenders (PPOs) if they are among the relatively small number of people who commit a large number of offences or crimes which have a significant effect on the community.
Surrey has put a protocol in place to increase the level of service given by criminal justice agencies and partners to deal with these priority offenders. Through effective co-operation the CJS and partners in Surrey aim to bring priority and prolific offenders to justice and to provide suitable rehabilitation and resettlement either in the community or in custody.
High standard arrangements have been put in place in relation to:
- Intelligence sharing
- Faster processing of onvestigation, prosecution and sentencing in PPO cases
prioritisation of resources to provides access to rehabilitation and resettlement programmes - Enhanced quality standards
- Increased multi-agency collaboration.
There are three strands to the PPO Scheme
- Catch and Convict - taking form enforcement measures against already prolific offenders
- Rehabilitate and Resettle - increasing the number of offenders who stop offending by offering a range of supportive
- Prevent and Deter - preventing children and young people growing into anti-social or offending behaviour, and diverting young offenders away from crime.
