About the LCJB
The Northamptonshire Local Criminal Justice Board
Set up in April 2003 the Northamptonshire Criminal Justice Board is made up of Chief Officers from every justice agency, plus those from the Legal Services Commission, Victim Support and the Fire Service.
The Board's purpose is to work together to ensure the people of Northamptonshire are confident that the Criminal Justice System prevent crime, bring offenders to justice and make the county safer.
There are 42 Local Criminal Justice Boards in England and Wales, and these are all accountable to the National Criminal Justice Board.
Members of the Board are the Chief Officers from Criminal Justice Agencies in the County
Adrian Lee - Chief Constable and Chair
Adrian Lee joined Greater Manchester Police in 1985. He was latterly Divisional Commander for South Manchester Division, which was the force’s largest division, with unique challenges. Its geography includes Wythenshaw, the largest housing estate in Europe, and areas such as Moss Side. He moved to Staffordshire Police as Assistant Chief Constable 2003 and was promoted to Deputy Chief Constable in 2006. He took up his current post as Chief Constable of Northamptonshire on 12 October 2009. Adrian is the Lead for the Association of Chief Police Officers on Professional Ethics. He is a graduate of the Gregorian University in Rome and Manchester University with a B Phil in Philosophy, an LLB (Hons), an MA in Management and an M.Phil. in Police Ethics.
Patricia Richardson - Chief Crown Prosecutor and Vice Chair
Patricia joined the CPS in 1988 as an Administrator and was sponsored by the CPS to complete her Law Society finals. She returned as a Crown Prosecutor working in West London. As a Senior Crown Prosecutor she prosecuted cases from the Regional and National Crime Squad, including cases of money laundering and serious organised violence.She was Borough Crown Prosecutor in several East London boroughs, chairing the Borough Criminal Justice Board and was District Crown Prosecutor at Snaresbrook Crown Court, Europe’s largest Court Centre. Patricia was appointed Chief Crown Prosecutor for Northamptonshire in 2009
Neil Clarke - Clerk to the Justices
Neil joined the Courts in 1971 and was admitted a solicitor in 1979. He has worked in courts in Lincoln, Nottingham, Oswestry and Market Drayton in addition to Northamptonshire. Appointed Clerk to the Justices in 1982 in Oswestry and Market Drayton Neil took up the post of Clerk to the Justices in Northamptonshire in 1985 being responsible for the whole county since 1989. Neil was Chief Executive of Northamptonshire Magistrates’ Courts Committee from 1990 until the creation of HMCS in 2005. A member of the LJCB from inception until 2005 and again from 2009 to date Neil was appointed its temporary Chair for part of 2009
Martyn Emberson - Head of Northamptonshire Fire and Rescue Service
Martyn has been in the Fire and Rescue Service for 24 years, has a First Class Honours Degree in Business Management, which was completed part time at Teesside University, and a Masters degree in Business Administration from Lincoln University, as well as several post graduate diplomas. Martyn is a member of the Chartered Management Institute and the Institute of Fire Engineers.
Nick Hall - Director of Victim Support
Nick Hall joined Victim Support in 2008 and became Divisional Manager for Victim Support in Northants and Lincs in Oct 2009. He has a diverse background in environmental management, community safety and psychotherapy as well as management in a local authority before joining Victim Support.
Jon O'Byrne - Head of the Youth Offending Service
Jon has a wide experience of criminal justice since 1984, having worked in London as a police officer, Wales and Norfolk as a probation officer and senior probation officer, which included a prison secondment. He joined Luton Youth Offending Service as Deputy Head before becoming the Head of the Youth Offending Service in Northamptonshire in 2009. He has an MA in Social Work and an MBA. He is also chair and trustee of a small housing charity for ex-offenders
Elaine Annable - Criminal Defence Service Manager, Legal Services Commission
Elaine joined the Legal Services Commission, formerly the Legal Aid Board, in 1991, She became Criminal Defence Service Manager in 2004 and is also A member of the Senior Management Team of the East Midlands Legal Services Commission, based in Nottingham.
Elaine has managed duty solicitor schemes for over 10 years and contracts with local legal aid suppliers from private practices since 1999. Previously, she worked in private practice and for the Probation Service at Nottingham Magistrates' Court.
Peter Siddons - Governor HMP Wellingborough
After graduating in Law from the University of Sheffield, Peter joined the Prison Service in 1982 after serving with the Police in the UK and Hong Kong.He has held various posts in the service, latterly as Governor of HMP Blakenhurst and Head of Professional Standards Unit for HM Prison Services. He took up his current appointment as Governor of HMP Wellingborough in February 2007.
His spare time is taken up with gardening, looking after 5 chickens and a cat and suffering with other supporters of Sheffield United.
Beverley Thompson - Chief Probation Officer
Robin Lovell - Area Director for Her Majesty’s Courts Service
The majority of Robin's Civil Service career, spanning 30 years, has been spent in the Department for Work and Pensions and its operational Agencies, working in a wide variety of roles at local, regional and national level. He has worked closely with Ministers in the development and implementation of policy for older people and was national programme director for the transformation of local services for pensioners prior to joining HMCS as Area Director for Northamptonshire and then Midlands Regional Enforcement Director.
Pete Glover - Head of Criminal Justice Unit
An officer of 29 years service Pete now is head of Northamptonshire Police's Criminal Justice Department. Previous posts include responsibility for Community and Partnerships, and working with Her Majesty’s Inspectorate of Constabularies, undertaking inspections in the South of the country. Following the TSUNAMI in 2004 worked as a Chief of Staff coordinating the national police response and deployment into the effected areas of Thailand and Sri Lanka. Peter was also the bronze commander at the funeral of Diana Princess of Wales with responsibility for security and crowd safety inside and outside the ancestral home of Diana.
