Success of Local Prolific and Other Priority Offender Scheme

A recent evaluation of the Prolific and Other Priority Offender (PPO) scheme in Lincolnshire has shown that the scheme has been effective in achieving a reduction in offending levels in a group of individuals made up from those who have either been on the scheme in the past, or who are on the scheme now. A sample group of 25 individuals was selected at random, and analysis showed a reduction of 22% in the number of offences for which they were convicted after 12 months on the scheme, when compared to the previous 12 months.

“The results are testimony to the efforts of the people who work intensively with this small group of offenders within the county” said Andrew Hodder, Priority Offender Manager for the Lincolnshire Criminal Justice Board. “A national evaluation of the PPO scheme showed that a reduction in offending was achieved when the scheme started, and it is pleasing to be able to show that the work carried out in Lincolnshire has made a difference. The scheme relies on effective partnership working across a number of agencies to deliver intensive interventions and support to some of the most prolific offenders living in the county, and aims to stop them committing crime not only through effective justice processes, but also by providing support and help to address some of the factors leading them to offend.”

There are currently 100 PPOs being worked with within the county’s schemes, which are based within the three police divisions. In 2001 the Home Office estimated that 0.5% of the offending population commits 10% of recorded crime, and it is this group that the PPO scheme is designed to target.

Notes: The PPO scheme was introduced in Lincolnshire in September 2004, and is part of a national initiative aimed at providing end-to-end management of a small group of offenders who are responsible for a disproportionate amount of crime.
