National Probation Service, Lincolnshire

The Probation Service, together with Her Majesty’s Prison Service, forms the National Offender Management Service, an agency of the Ministry of Justice.

The Probation Service is divided into 10 regions and 42 areas, which are co-terminous with police areas. It is a law enforcement agency, which supervises offenders in the community and throughout custodial sentences. All 42 local areas are subject to the same performance framework, set by the Ministry of Justice.

The Probation Service celebrated its centenary in 2007.

Lincolnshire Probation Trust

One of the largest geographical probation areas in the country, Lincolnshire has an excellent track record of being one of the top-performing Probation Boards in England and Wales. This has been recently recognised by its successful application to become a self-governing Trust from April 2010.

Lincolnshire Probation Trust is one of the 42 national areas and is in the East Midlands region. It covers the same geographical area as Lincolnshire Police.

At any one time, the Service in Lincolnshire is supervising around 2,500 offenders, approximately 72% on Community Orders and 28% in custody or on licence from prison. The offenders are men and women aged 18 and over.

Risk Assessment

The National Probation Service uses analytical tools and software packages to assess, in the case of every offender: the risk of re-offending within a 2 year period, the risk of harm to self/the public.

Court -based Work

Based on the risk analyses, Probation Officers make recommendations to sentencers on appropriate requirements for inclusion in the Community Order.

Community Order

The Criminal Justice Act 2003 came into force in April 2005 and introduces a new Community Order with twelve possible "Requirements", which can be combined in different ways to tackle offending behaviour.

The Requirements are:

  • Supervision
  • Prohibition from certain activities
  • Curfew
  • Exclusion
  • Residence requirement
  • Attendance Centre requirement
  • Mental health treatment
  • Drug rehabilitation
  • Alcohol treatment
  • Participation in any specified activities
  • Compulsory unpaid work (Community Payback - see Home Page)
  • Programmes.

Victim Contact

Where an offender has been sentenced to a year or more in custody for a violent crime or sex offence, Probation Staff have a statutory duty to keep the victim of the crime informed of the progress of the sentence and conditions of the offender's release on licence.

Partner Agencies

The probation service works closely with criminal justice and other statutory agencies, local authorities and voluntary, independent and private sector partners. Together we aim to protect the public by providing punishment and rehabilitation services for offenders and by ensuring that they are aware of the effect of their crimes, in order to reduce the likelihood of their reoffending, thereby reducing the risk of harm to individuals.

Lincolnshire Probation Trust works closely with other organisations in the county to help offenders break their pattern of offending by providing drug and alcohol treatment, finding accommodation, providing education and training, helping to find employment and improving access to healthcare.
