Lincolnshire Youth Offending Service's (LYOS) purpose

· To prevent crime and reduce the fear of crime
· To identify and deal effectively with young people who commit criminal offences
· To reduce re-offending

Lincolnshire Youth Offending Service supports a Youth Justice System in which:

· The public has confidence in The Youth Justice System
· Cases are dealt with without delay
· Victims are satisfied with the work of the Youth Offending Service
· Young people are dealt with fairly regardless of race, gender, religion, sexual orientation or any disability
· Services are targeted on young people at high risk of offending
· Robust community penalties are used as alternatives to short custodial sentences
· Custody is only used as a last resort
· Families and local communities help to change offending behaviour
· All services work in partnership
· Staff feel proud, engage successfully with young people and gain professional and academic qualifications if they wish

Who we are:

There are three area teams in Lincolnshire. Each area team is made up of representatives from the Police, Probation Service, Children’s Services, Health, and also has workers with special responsibility for substance misuse and mental health work.

An Area Manager is responsible for co-ordinating the work of the teams in each of the areas. The three area teams are managed by the Head of Service for Lincolnshire who also has responsibility for additional countywide services, these include Reparation, Victim contact and Youth Crime Prevention.

The service has representatives from a wide range of services and, as a result, it responds to the needs of young offenders in a comprehensive way. The service identifies the needs of each young offender by assessing them within a national assessment framework. It identifies the specific problems that make the young person offend as well as measuring the risk they pose to others. This enables the service to identify suitable programmes to address the needs of the young person with the intention of preventing further offending.

What we do:

The service provides a number of activities with the primary aim of preventing reoffending by young people. These include:

· Persons to act as appropriate adults for children and young people detained by the police.
· The assessments and provision of intervention programmes for children and young people subject to a Police Final Warning

· The provision of bail support
· The co-ordination, in partnership with Children’s Services, of placements for children and young people remanded to local authority accommodation

a court duty service for the youth courts
· Reports and other information required by the courts in criminal proceedings against young people
· Responsible officers who take case management responsibility for Parenting Orders, Referral Orders, Reparation Orders and Youth Rehabilitation Orders

· Case management of young people subject to a range of additional court orders
· Youth Offender Panels, where representatives of local communities draw up contracts with young people to reduce their offending

· Restorative Justice Services for the victims of youth crime and both direct and indirect reparation within the community

· Placement of young people when made subject to a Detention and Training order at Court
· Working with other agencies and the Crime and Disorder Reduction Partnerships to prevent and reduce youth crime
