Tim Hollis

Tim Hollis QPM

CHIEF CONSTABLE, HUMBERSIDE POLICE & CHAIR OF HCJB

After leaving school Tim Hollis did Voluntary Service Overseas in Ghana for a year prior to attending Bristol University. He then undertook a short service commission in the Parachute Regiment. He joined the Metropolitan Police in 1977 and served in predominantly operational posts in inner London finishing up in Notting Hill. He transferred to Sussex Police in 1991 on promotion to Superintendent. He became an Assistant Chief Constable in South Yorkshire in 1994. He held national responsibilities for ACPO (Public Order) from 1994-2001 and commanded the British police contingent for World Cup Football in France '98 and in Netherlands/Belgium for Euro 2000. In 2002 he became the Assistant Inspector (Crime and Operations) with Her Majesty's Inspectorate of Constabulary and was appointed Chief Constable of Humberside in April 2005. In July 2006 he became the ACPO (Association of Chief Police Officers) National Lead for Drugs and in April 2008 was appointed ACPO Vice President.

  

Alan Leaver

ACC (OPERATIONAL SUPPORT) HUMBERSIDE POLICE

Alan Leaver started his police career in September 1985 with Warwickshire Constabulary. He worked at Nuneaton, in both uniform and CID roles for the next 11 years, before he transferred to Humberside Police in July 1997 as a Superintendent.
He first worked in Corporate Development and then became temporary Divisional Commander for a while in the Divisions that at the time covered Hull city centre and the east of Hull respectively.
In August 1999, he became the Divisional Commander for C Division and completed that role until February 2002, when he went on the Strategic Command Course, before becoming an Acting Assistant Chief Constable in September 2003 which became a permanent post in April 2004

  

 

Paul Foweather

GOVERNOR, HULL PRISON

Paul Foweather joined the Prison Service as a Prison Officer in September 1985 and since thenhas worked in most grades and roles across all types of establishments culminating as a Prison Service Manager A in charge of HMP Hull. His experience also involves working in the Youth Justice Board, assisting in the formulation of major Headquarters policies and as a European Union and United Nations consultant. 

Paul holds particularly strong values as to promoting decency and positive culture, ensuring staff are supported and encouraged to support each other and the establishment is a place they can all be proud to work in and enjoy. 
 

 

 

 

Steve Hemming

CHIEF EXECUTIVE, HUMBERSIDE PROBATION TRUST

Steve Hemming was appointed Chief Officer of the National Probation Service – Humberside on 1 April 2005. He started his career in the South West of England and later spent 15 months on secondment to the London-based National Probation Directorate as Performance Improvement Manager. In November 2003 he joined West Yorkshire as an Assistant Chief Officer. He was appointed Deputy Chief in April 2004 and Acting Chief in December 2004.

 

 

  

 Neil Colthup

ASSISTANT HEAD OF SERVICE, YOUTH DEVELOPMENT AND YOUTH JUSTICE, HULL CITY COUNCIL

Neil Colthup is the Assistant HEad of Service, Youth Development and Youth Justice, Hull City Council. Neil's professional background is in social work. He came to Hull in September 1986 to complete his social work training at the University of Hull and graduated in 1988 with a Certificate of Qualification in Social Work and an MA in Social Work Studies. He has lived and worked in Hull ever since, initially as a social worker on the North Hull estate. Since 1990 Neil has been directly involved in youth justice work as both a practitioner and then in a range of managerial posts. From 1994 to 1996 Neil managed the provision of youth justice services for Humberside and later held a similar position for Hull City Council. He currently represents the four local Youth Offending Teams/Services on the Humberside Criminal Justice Board. In 2003, he was asked to represent Youth Offending Team managers on the Audit Commission Advisory Group, which assisted in a study on young offenders.

 

 Barbara Petchey

CHIEF PROSECUTOR, CROWN PROSECUTION SERVICES

Barbara Petchey was appointed Chief Crown Prosecutor for Humberside in October 2007. Barbara qualified as a solicitor in 1984 and worked for CPS West Yorkshire for a number of years. In 1988 Barbara left the CPS to work in private practice concentrating on criminal and civil litigation. She returned to the CPS in North Yorkshire in 1991. On her promotion to Prosecution Team Leader in 1995, Barbara moved to Bradford and ran the Bradford South team, returning to West Yorkshire after seven years. She was granted the Higher Courts (Criminal Proceedings) Qualification in 1998 and was one of the first CPS lawyers in Bradford to appear at the Crown Court as a Higher Court Advocate. In 2000 Barbara became Assistant Head of the Bradford Trial Unit. In 2002 she was promoted to Head of the Bradford, Calder and Kirklees Criminal Justice Unit. In January 2004 Barbara became Head of the Bradford Trial Unit dealing exclusively with Crown Court casework. In November 2004 Barbara moved to Leeds to take charge of the Eastern half of the County as the Area Crown Prosecutor in charge of all prosecutions for the Eastern side of the County, Leeds, Wakefield and Pontefract, a post held since November 2004.
 

 

Paul Bradley

AREA DIRECTOR, HER MAJESTY'S COURTS SERVICE

Paul Bradley was appointed as the Area Director for the new Humber and South Yorkshire Area from 1st December 2006.

Paul started his career as a legal adviser in the Magistrates’ Courts. He worked in Suffolk and Nottingham before coming Justices’ Clerk at Skipton in North Yorkshire. He then moved to a larger clerkship in North Yorkshire and became Justices’ Chief Executive in 1995. When HMCS was created in 2005, he was appointed as Area Director for North Yorkshire and took on the additional responsibility for York Crown Court and County Courts in the area.

 

 

 

 

Julie Parkin

REGIONAL CONTRACT MANAGER, LEGAL SERVICES COMMISSION

Julie Parkin is Contracting Manager for the Legal Service Commission and has been a board member on the Humberside LCJB since March 2008. Julie graduated at Leeds University with a degree in Pharmacology and Biochenistry and went on to serve in the Women’s Royal Army Corps for five years on a Short Service Commission. Following this, Julie worked in the Textile Manufacturing industry for seven years, starting out as a Production Manager and working her way up to become the Quality Executive.

Julie joined the Legal Services Commission in 2001 as Account Manager for the London region. A year later she moved to the Midlands to continue with the account managing role before moving to the Yorkshire & Humberside region in 2004. She became Contract Manager in February 2008 and has overall responsibilty for legal aid contracts throughout the Yorkshire & Humberside region.

 

 

 Mervyn Bishop

AREA MANAGER, VICTIM SUPPORT (HUMBER)

Mervyn Bishop served as an officer in Humberside Police for thirty years, retiring in November 2000. During this time he performed a wide variety of roles including membership of the Regional Crime Squad Drugs Wing investigating both national and international drug trafficking. During the later part of his service he was involved in community relations that included supervision of Lifestyle and Rock Challenge projects as well as the development and management of several drugs-related projects. On leaving the police Mervyn worked as a Development Manager for Neighbourhood Watch until taking over his present role as the Area Manager of Victim Support Humber in 2003. Mervyn is the current Chairman of the BE Your Best Foundation.
