Mary Archer (Chair)
Chief Officer Essex Probation Service
Mary joined the Probation Service in the late 1970s, having completed a course in Applied Social Work at Hatfield Polytechnic. She initially worked in Hertfordshire, then moved to Middlesex Probation Area where she worked for about 11 years.
In 1989 Mary was promoted to a Senior Probation Officer and became a senior manager in 1993, when she was once more working in Hertforsdhire. During her time in Hertfordshire Mary had responsibility for all operational and non- operational areas.
In June 2003 Mary became Chief Officer for Essex Probation Service. She took over as chair of the Essex Criminal Justice Board in April 2006.

Roger Baker
Chief Constable Essex Police
Roger was appointed Chief Constable for Essex in July 2005, moving to the county from North Yorkshire where he served as Deputy Chief Constable from 2003. Previous senior appointments in strategic command positions include Assistant Chief Constable Territorial Policing and ACC Crime and Operations with Staffordshire Police. Roger’s police career began when he joined Derbyshire Constabulary in July 1977.
His academic qualifications include: Master of Business Administration; Master of Arts (Organisational Management); Diploma in Applied Criminology and Police Studies.
Roger is involved in a number of committees focusing on policing issues, including being Chair of the Identity Fraud Steering Group, Association of Chief Police Officers (ACPO) lead on Identity Cards; Chair of Policing Bureaucracy Gateway.
Roger is married to Trish and they have two daughters – Katie and Sophie – plus three dogs, four cats and six horses.
Rob Davis
Governor HM Prison and Young Offender's Institute Chelmsford
Rob joined the Prison Service in 1984 as a Prison Officer. Through promotions he has served at HMP Wandsworth, Bedford, Littlehey, Wellingborough, Holloway and Woodhill.
In August 2007, Rob commenced his post at HMP & YOI Chelmsford as the Governing Governor, this being his first in charge post.
Tanya Gillett
Head of Essex Youth Offending Service
After qualifying in Social Work from Nottingham University in 1988, Tanya worked as a Probation Officer in Cheshire, Cambridgeshire and Essex as well as for the Ministry of Justice in Perth. In 1995, Tanya was appointed a Team Manager for the Harlow Youth Justice Team and remained in this post until 1999, when she was appointed to her current Head of Youth Offending Service role. From 2004 to 2005 she was seconded to Project Manage the Pathfinder Children’s Trust in Braintree, designed to test out the new Children’s Trust arrangements.
Career highlights include being an invited member of the Cabinet Team working on the development of the Green Paper ‘Every Child Matters’ ( Youth Justice annex) and working with the National Probation Directorate in Turkey to develop the new Probation and Youth Justice System in advance of the EU application for Turkey.
Leisure interests are many, but mainly include riding and gardening and spending time in her family home in France.
Mike Littlewood OBE
Area Director Her Majesty's Courts Service
Mike joined the Lord Chancellor's Department in 1967 and initially worked at Mansfield County Court. Through promotions he moved to Nottingham County Court, Birmingham Crown Court, the Midland and Oxford Circuit Office, Birmingham County Court, Northampton County Court and Northampton Combined Court.
He moved to Chelmsford in 1993 as the Courts Administrator and is now Essex Area Director of Her Majesty's Courts Service, responsible for all Magistrates' Courts, Crown Courts and County Courts across the county. Mike chaired the Essex Criminal Justice Board from its inception until end of March 2006. In 2007 Mike was appointed Area Director HMCS for Essex, Bedfordshire and Hertfordshire.
Mike is married with four children and was awarded the OBE in the 2004 New Year Honours' list in recognition of his services to the Department for Constitutional Affairs.
Ken Caley
Chief Crown Prosecutor, Crown Prosecution Service
Ken qualified as a solicitor in 1975 and worked in the Chief Prosecuting Solicitors Office in Nottinghamshire and then Warwickshire before joining the CPS at its inception in 1986. In 1988 he was made Branch crown prosecutor and in 1996 was put in charge of the Eastern Region of West Midlands CPS which includes Coventry and Solihull.
During his time in the West Midlands Ken started the first No Witness, No Justice Pilot. This has formed the template for Witness Care Units which rolled out nationally in 2006/07. Ken took the lead for the pilot of the Persistent Young Offender Scheme which ensures that the small group of young offenders that commit the majority of youth crime are dealt with quickly and efficiently.
Ken has experience of prosecuting in the both the Magistrates and Crown Court and was appointed as Suffolk CCP in June 2005. Ken moved to Essex as Chief Crown Prosecutor in August 2007.
