Board Members

 

 Colin Wilson, Chair of the Cleveland Criminal Justice Board and Head of Service for South Tees Youth Offending Service

 Colin Wilson has spent much of his career working with young people. A qualified social worker, he has been involved in child care and protection work and for the past ten years has headed the South Tees Youth Offending Service covering the Middlesbrough and Redcar and Cleveland areas.

Colin has been a member of the Cleveland Criminal Justice Board since its inception and has played a significant role in a number of areas—including chairing the board which has overseen the establishment of the East Middlesbrough Community Justice Initiative. He has now taken on the role as Chair of the Criminal Justice Board—possibly the first person from a Youth Offending Service background to undertake the role.

 Elaine Lumley, Chief Officer for the National Probation Service - Teesside.

I have worked in the Probation Service for 23 years, becoming the Chief Officer of the local Service in April 2001. During my career in Probation I have worked in a range of settings and have worked particularly closely with colleagues in the Courts, Prisons and Police. In the late 1970s I lived in Australia – initially in North Queensland, where I worked for a Salvation Army run alcohol and drug rehabilitation unit, and later in Melbourne where I worked on the Trade Desk of the British Consulate. On my return to the UK I worked for the local Community Relations Council before training as a Probation Officer.

As well as my position on the Cleveland Criminal Justice Board, I also sit on the Boards of Safe In Tees Valley and Cleveland Youth Association. 

 Gerry Wareham, Vice Chair, Cleveland Criminal Justice Board and Chief Crown Prosecutor for the Crown Prosecution Service - Teesside.

Gerry Wareham joined the Crown Prosecution Service in London as a caseworker in May 1986. He was sponsored to complete his bar finals and called to the Bar in 1988. He worked as a prosecutor and team leader until promoted to Branch Crown Prosecutor in 1996, and was part of the Area Management Team in London until 2000.
In November 2000 Gerry joined the Casework Directorate, as head of one of the northern branches in York, and as such managed a team of lawyers and caseworkers responsible for the review of some of the most complex and sensitive cases within the CPS. Gerry was the lead CPS lawyer for the prosecution following the Selby train crash.
Following the reorganisation of the Directorate, Gerry joined the Organised Crime Division as head of the northern unit, working alongside the newly formed Serious Organised Crime Agency (SOCA). SOCA was created as a unified agency to reduce the harm caused to the UK by level 3 cross border crime, such as drugs and arms importation, human trafficking and money laundering. The unit rapidly established an excellent and effective partnership with SOCA and successfully prosecuted many career criminals, ensuring substantial sentences and stripping them of any assets derived from their criminal lifestyle.

Gerry was promoted to Chief Crown Prosecutor for Cleveland in September 2007.

 Margaret Alderdice, Area Manager for Victim Support +

 My involvement in the Criminal Justice System began 20 years ago when I started work at Victim Support in Stockton. My first role with the organisation was to manage a volunteer team and to provide direct support to victims of crime, particularly serious crime including sexual violence and homicide.
In April 2000, the four Victim Support charities in Teesside amalgamated to form Victim Support and Witness Service Teesside. I became the Area Training Manager. Following this I spent a short time as the Senior Witness Service Manager before taking over the role of Area Manager in 2004.
I have been a member of the Cleveland Criminal Justice Board since becoming Area Manager.
For the last 13 years I have also worked for the Victim Support National Office as an Associate Trainer, training Victim Support staff throughout the country.
I have represented Victim Support in the North East on a number of working groups over the years, the most recent being the National Diversity Council.

I also completed a Degree in Criminal Justice Studies at the University of Northumbria which has given me a wider knowledge and broader perspective of criminal justice as a whole.

 Derek Bonnard, Deputy Chief Constable for Cleveland Police

Derek Bonnard was born and raised within the Cleveland area. He attended University College, London where he obtained a BSc Hons in Economics. After leaving University in 1985 he commenced work in the city for Touche Ross & Co (Accountants) as a Tax Specialist before transferring to the Leeds Office of the same company in 1986.
In 1987 he joined West Yorkshire Police and has served in a variety of uniform posts both in Leeds and Bradford in all ranks up to Chief Superintendent. He served as a BCU Commander in Bradford and commanded the West Yorkshire Police Operational Support Division with responsibility for major events and specialist services across the Force before promotion to Cleveland Police in 2004.
Initially in February 2004 he took up the position of Assistant Chief Constable (Territorial Operations) within Cleveland Police and has just recently been promoted to Deputy Chief Constable for the same Force.

He has portfolio responsibility for HR, Complaints and Discipline, Media and Marketing, Volunteers, Specials and ICT.


 Sheila Proudlock, Area Director for Her Majesty's Court Service

Sheila Proudlock commenced work for the Lord Chancellor's Department in the House of Lords in 1978, before moving onto various HQ appointments, and a secondment in the Cabinet Office (Scrutiny of Legal Aid). Sheila has held various posts north and south of the country before settling in the north east at the end of 1998.

Sheila was appointed Area Director for the recently amalgamated Cleveland, Durham and Northumbria Area in April 2007.
 
Sheila has administrative responsibility for the Crown Court, County and Magistrates' Courts within the regional Area.  

 Matt Spencer, Govenor for Her Majesty's Prison Holme House

 Matt joined the Prison Service at HMP Leeds on 16 November 1987. He served as a Catering Officer at HMYOI Glen Parva before being promoted to Senior Officer Caterer at HMP Kirklevington. He then re-graded to a Discipline Senior Officer and has served at the following establishments; Holme House, Durham, Standards Audit Unit and Holloway in various grades before being promoted to a Senior Manager B and taking up post at Governor of Castington. Matt took up post as Governor in charge at Holme House in January 2006.

During his career he has gained academic achievements culminating in a BA Honours Degree. 

 Deborah Challis, Contracts Manager for the Legal Services Commission

Deborah Challis: Contracts Manager, Legal Services Commission. Deborah is the Contracts and Criminal Defence Services Manager for the South Tyneside office of the Legal Services Commission, managing the legal aid fund for the whole of of the North East and North Yorkshire. The LSC's legal aid scheme safeguards some of society's most vulnerable and disadvantaged people through the provision of advice, information and representation; ensuring legal aid clients have their rights protected, receive fair hearings and can defend themselves if accused of a crime.
Deborah joined the Legal Services Commission in 2001, having previously managed a litigation department of a large finance company.

Deborah qualified with an Honours degree in Law and Criminology in 1998.
